The Allied Political Forces of the Udps note, with great satisfaction, that despite the difficulties encountered, Félix Antoine Tshisekedi, President of the Republic, has shown all his availability, his firm will for the emergence of a true State of law in the Democratic Republic of Congo. They chose Sunday May 10, 2020, to express their satisfaction before the press on the mid-term results of the actions of the Head of State. They thanked the President of the Republic for raising theirs. They are Patriarch Kitenge Yesu at the rank of Special Envoy of the Head of State, the Honorable Henriette Wamu and Christopher Ngoy. In front of an audience of journalists, the National Coordinator of FPAU, the Honorable Laurent Batumona, in the presence of several executives of this platform, said that during his inauguration, Félix Antoine Tshisekedi Tshilombo had defined the priority axes of his quinquennium namely: “Security, the fight against corruption, embezzlement, nepotism and regionalism”. On the political level, the National Coordinator of the FPAU reassured that the relations between the FCC-CACH are in good shape. To a question about Bishop Mukuna, Laurent Batumona said that the Legal Representative of the Christian Assembly of Kinshasa is a religious leader, free to express himself and his claims are only his.According to the Coordinator of the FPAU, the measures concerning the reform of the judicial system are taken to fight against the anti-values which plague public life.
From the review of the actions taken by the President of the Republic in particular, the launch of the 100-day program, the boost in diplomacy, security, the economy, politics as well as social issues, the FPAU noted significant progress.
For the FPAU, the launch of the works of 100 had as main objective, the restoration of the confidence of the Congolese in their country, the DRC, and also with bilateral and multilateral partners to ensure that the DRC is counted among the democratic nations and prosperous. On the diplomatic level, the FPAU positively noted that the visits made by the President of the Republic, Félix Antoine Tshisekedi Tshilombo, to African countries, mainly, earned him the election to the post of First Vice-President of the African Union . In addition, those carried out in the West enabled it to scrutinize the nature of the existing relations between the DRC and its international, regional and sub-regional partners. It is in view, said the Honorable Batumona, of restoring confidence as well as redefining reciprocity, a pledge of interstate relations. As a consequence, the President of the Republic considerably changed the perception of the partners vis-à-vis the DRC and also enhanced the image of the Congolese Head of State and the country.
On the political level, it has its assets, political relaxation; national reconciliation; freedom of expression, movement, authorization of political meetings and so many others concerning the return of political exiles to their country.
It should be recalled on the Infrastructure and Investment plan, the rehabilitation of roads of national and provincial interest; the construction of leapfrogs and the resumption of activities of companies in the state portfolio as well as private operators. Regarding the economy, he pinpointed the restoration of confidence with multinational partners in particular, the World Bank and the International Monetary Fund and the increase in the State Budget to the tune of 70%.
Addressing the social chapter, Laurent Batumona stressed that the President of the Republic has taken important actions. These include, inter alia, the fight against covid-19, rehabilitation of hospitals, free education and payment for new units and unpaid. Security has not been forgotten in the President’s efforts to restore peace. Finally, on the judicial level, the FPAU noted the reforms and, above all, the creation of the anti-corruption structure.
Responding to questions from journalists on the statements made by the Legal Representative of the ACK, the FPAU Coordinator, Laurent Batumona, supported by the Vice-Coordinator Elysée Bokumwana and the Honorable Henriette Wamu as well as by other executives considered that the Bishop Pascal Mukuna is a Congolese, a religious leader who has the freedom to express himself and that one cannot involve him in anyone and his words engage him only himself. “He has no political party or anything like that,” they said. Compared to the FCC-CACH coalition, the FPAU Coordinator argued that the reports are in good shape. On this subject, the FPAU reminds that the coalition goes beyond 2023.
During this conference, it should be noted that the distancing measures and the wearing of masks were respected.
Regarding what happened in the Senate, the Honorable Wamu pointed out that Senator Bijou Goya was within his rights as a parliamentarian to question the Bureau regarding the cost of renovating the facilities of the Upper House of Parliament. “The President of the Senate should understand Goya’s approach to surrender to privacy,” she said.
The press has also been informed of the arrest of the authors of the allegations concerning a coup d’état which the Honorable Batumona is said to be preparing.

May 20, 2020 at 1:41 pm #205386Minister of Justice and Keeper of the Seals
Zero tolerance. Repressive machine activated. Thus, Célestin Tunda, Deputy Prime Minister, Minister of Justice, he warns the authors of anti-values falling within the sphere of cybercrime. He also promises criminal proceedings against the gravediggers of the DR brand image. Congo. In a press release, he instructed the Prosecutor’s Office to set in motion all the mechanisms at his fingertips, to deviate, in a serious manner, all these makers of false presidential orders into photographic images, edited, altered or falsified with official seals, before their publication abusive on social networks via the Internet. It also assimilates all the agents of the administrations and public services which, with disconcerting lightness, devote themselves to the publications on these same social networks, official documents bearing the seals and signatures of the members of the government or of the Presidency of the Republic. VPM Tunda recalls that the publication of such documents to an undifferentiated public when they were intended for processing in the official circuit, feeds the manipulation of opinion, borders on the breach of professional secrecy and security both for the function of their signatories only for the Congolese state, itself. It is time for that to end there. Because, from now on, the modern means of investigation as well as the Congolese legal arsenal at its disposal, are deployed to track the offenders until their last entrenchment, to crack down and apply sanctions to them commensurate with their harmful acts, as provided for by the laws of the Republic.
Democratic Republic of Congo
The Deputy Prime Minister
Minister of Justice and Keeper of the Seals
PRESS RELEASE
The Ministry of Justice and Keeper of the Seals notes with regret the proliferation of bad habits on the part of certain individuals and pharmacies to harm through rude montages; like the institutions of the Republic, political figures and some well-targeted private sector actors.
False presidential orders in photographic images, edited and modified, with official seals, are improperly published and disseminated on the Internet and in social networks.
It is the same, administrations, public services or their agents, who distribute on digital social networks, official documents bearing the seals and signatures of members of the Government or the Presidency of the Republic.
Especially since such documents are covered by confidentiality and are only intended for the persons and personalities concerned, their dissemination to an undifferentiated public poses serious problems of administrative ethics, manipulation of opinion, breach of professional secrecy and security both for the function of its signatories and for the State itself.
All of these harmful and reprehensible acts, especially of those who use the Internet and digital tools for the purpose of revealing correspondence secrets, constitute acts of cybercrime.
This is also the case for criminal acts of public online dissemination, such as sextortion (by blackmail or extortion of elements of a sexual nature), pornographic revenge (by wide dissemination of sextapes), production or scenic participation in child pornography , the falsification of documents by specific software, the mounting of images in particular by Photoshop or others in order to harm.
With regard to modern means of investigation and the Congolese legal arsenal at its disposal, the Ministry of Justice:
reiterates its criminal policy of zero tolerance and instructs the Prosecutor’s Office to take action in the repression of all these counterparts of cybercrime;
warns others as well as the cyber-connected citizens who participate in it;
underlines that all the acts criticized here will be the subject of criminal proceedings. The Ministry of Justice calls the attention of all state institutions to prepose reliable and professional people for the proper handling of the official mail processing circuit.
It is therefore incumbent on me to prevent the proliferation of official correspondence, as well as the shameless publication of files of any kind, which not only violates the privacy and honor of individuals, but also and above all the image of the country and the life of the whole nation.
Anyone involved in the cybercrime phenomena described above will know the rigor of the law and the judicial services.

July 26, 2020 at 9:35 am #205512impact of the Coronavirus on economic activities in Kivu
Faced with the impact of the Coronavirus on economic activities in North Kivu and South Kivu, the Trade Facilitation Project in the Great Lakes Region (PFCGL) is making available thirty motorcycle-tricycles to small cross-border traders. Announcement made on July 23, 2020 by Alain Bokuma, coordinator of this public structure, at the end of a press café in Goma.
Throughout the period of the state of health emergency, the impact is so irreversible on the economic level, recognizes Mr Alain Bokuma. To mitigate the shock to which small traders are victims, the PFCGL has a donation of motorcycles-tricycles.
“The impacts are so irreversible, especially for small cross-border traders. They don’t have a lot of capital. We remain positive with the lifting of the state of emergency. The PFCGL acquired 30 motorcycles tricycles to try to mitigate somewhat this impact of the economic shock of which small cross-border traders are victims ”said Alain Bokuma.
However, this direct support, which he considers a first step, will allow the beneficiary population to gradually emerge from this economic shock.
In addition, the PFCGL has prioritized the fight against the Covid19 pandemic during the period of the state of emergency. “Defeat the Coronavirus without restricting trade”, a slogan applies in this organization, aims to maintain trade under respect for barrier gestures.
Note that for these thirty motorcycles tricycles available to small cross-border traders, Ten will serve the city of Goma, Five in the agglomeration of Bunagana, Five others in Kasindi in North Kivu. The city of Bukavu in South Kivu will also benefit Ten.
As a reminder, the state of emergency decreed by President Félix Tshisekedi since March 24, 2020, was lifted yesterday July 22. Certain activities, in particular shops, banks, restaurants, cafes, bars, businesses, gatherings, have resumed normally throughout the national territory.
The resumption of classes in schools and universities will be effective from August 3 for the final classes. On the other hand, the reopening of churches, places of worship, the resumption of interprovincial migratory movements, the opening of ports, airports, and borders, reopening of stadiums and performance halls, are set from August 15, 2020.

July 26, 2020 at 1:56 pm #205558Prime Minister, Sylvestre Ilunga Ilunkamba
During the day of Friday July 17, 2020, while the Council of Ministers was held, several ordinances signed by the President of the Republic and countersigned, on behalf of the Prime Minister, by the Deputy Prime Minister, Minister of ‘Interior, Security and Customary Affairs, were made public on the Congolese National Radio-Television, RTNC, to the great surprise of the Prime Minister, without the interim having informed him beforehand, ”explains the Prime Minister, Sylvestre Ilunga Ilunkamba, in a statement made public on July 21, 2020.
This declaration by the Head of Government watered down the legal value of the orders on appointments to the army and the judiciary. Ilunga Ilunkamba explains, in fact, that, on the instructions of the President of the Republic, he carried out a mission in Lubumbashi, from July 16 to 19, 2020.
Also, he has, by his letter of July 16, conferred the interim on the Deputy Prime Minister, Minister of the Interior, Security and Customary Affairs, Gilbert Kankonde, while circumscribing its scope, namely: “Ensure that all mail intended for the Prime Minister is received at his office before any reorientation; join him if necessary ”.
In this same declaration signed by his Director of Communication and Spokesperson, the Prime Minister explains that a countersignature is an act of very high political and legal nature which falls under the exclusive competence attached to the quality of Prime Minister and which cannot be conceive within the framework of the interim as circumscribed in the letter which conferred it on the VPM Kankonde. As it is a coalition government, he continues, the countersignature of the Prime Minister constitutes, beyond its legal nature, the pledge of the balance of powers between the President of the Republic and the Prime Minister who is the emanation of the National Assembly.
So there is a crisis at the top of the state. But, Sylvestre Ilunga from the FCC leaves a door open. He intends to meet again Felix Tshisekedi, leader of the CACH platform, in order to clarify this worrying situation. Therefore, the National Assembly will, without a doubt, block the investiture of personalities appointed in the judiciary and sectoral ministers, especially that of Defense, will not notify the senior officers and generals promoted. Only the Council of State can decide between the President of the Republic and his Prime Minister if the crisis persists. This could also lead to the resignation of the Government and, especially if the street or base gets involved, in the dissolution of the National Assembly by the Head of State.

July 29, 2020 at 9:32 am #205661First Lady Denise Nyakeru Tshisekedi
The First Lady of the Republic remains more and more determined to work for the valorization of the Congolese woman. A fight that she also intends to lead through the Maison de la Femme: a support and supervision structure for the empowerment of women; structure already present in some provinces of the country. It was, among other things, around this project that Denise Nyakeru Tshisekedi discussed with the interim resident representative of the African Development Bank (AfDB) in the Democratic Republic of Congo, Mr. Donatien KOUASSI.
The objective is to envisage collaboration with this financial institution in particular, in the construction of at least one women’s house in all the 26 provinces of the DRC. The Maman Mobutu women’s center, one of the greatest mentoring references in the Republic, must be rehabilitated. And for it to have a new look, the Foundation requested technical and material support from the AfDB.

Very interested, Mr. Donatien KOUASSI promised to follow up on the various projects submitted. “I came to discuss with the First Lady about social projects which are close to her heart and which interest us because they are also part of our areas of intervention. We will examine them, provide our support and see to what extent a partnership can be concluded between the institution I represent and the Denise Nyakeru Tshisekedi Foundation, “he said.

From the rehabilitation of schools to the modernization of Kinshasa’s “ex-mama Yemo” general reference hospital, everything to improve the social situation of the populations was discussed between the First Lady and her host. Determined to bring her “Stronger” vision to life, Denise Nyakeru Tshisekedi has for some time been committed to mobilizing more efforts around her.

It was the umpteenth meeting in a long series that is part of the establishment of a policy of collaboration with various partners.
